Hennepin County’s first-time homebuyer program operates on a first-come, first-serve basis. Hennepin County Neighborhood Stabilization Program

Hennepin County has been awarded $1,469,133 of a federal HUD Community Development Grant.  Neighborhood Stabilization Program 3 funds will be used in the cities of Brooklyn Center and Brooklyn Park.

NSP2 (Unavailable)

  • Purchase price limits of $200,000 or $276,683 depending on income
  • Must work with an approved Hennepin County NSP lender
  • Property must be vacant and foreclosed
  • Homestretch class with NSP approval is required, though program is NOT specific to first time buyer
  • Income limits vary depending on assistance amount – 1 person household $45,100 or $70,550
  • 203K eligible
  • Need 50% of "required" down payment

FPP (Foreclosure Partnership Program) (Unavailable)

  • Purchase price limits of $200,000
  • Must work with an approved Hennepin County NSP  lender
  • Home cannot be currently rented or foreclosed upon
  • Homestretch class with NSP approval is required, though program is NOT specific to first time buyer
  • Income limits for 1 person household -- $45,100
