FirstHOME Buyer Assistance Program
Ramsey County Housing and Community Development offers the FirstHOME Buyer Assistance Program, which is designed to help first-time home buyers purchase a primary residence affordably by providing deferred loans that can be used for downpayment assistance, closing costs, and eligible improvements. Qualified buyers may meet criteria for up to $20,000 at 0% interest to help bring monthly housing costs down to 30% of income. Funding is available through area lenders. Buyers are expected to invest $2,000 in personal funds in the transaction. The principal-only subordinate mortgage must be repaid when the property is sold. This money is only available in the outlying suburbs of Ramsey, NOT the city of St. Paul.
Currently, the income eligibility limit for a single individual is $43,050, $49,200 for two people, $55,350 for three, and $61,500 for four. At least one household member must be employed in Ramsey County, including the City of Saint Paul. Buyers should be able to show they have three years of uninterrupted full-time work history. The maximum purchase price of a home is set at $200,000 for multi-family attached condominiums and townhouses and for single family detached homes.
